L'accession prochaine de la Chine à l'accord des marchés publics de l'OMC (AMP), ouvrira aux entreprises des quarante-et-un pays qui en sont membres - dont les vingt-sept de l'Union européenne - un marché annuel de plus de 100 milliards de dollars. Cependant, elle permettra du même coup aux entreprises chinoises d'accéder de plain-pied à leurs propres marchés publics. Qui sera le gagnant au final ?

Cet article pose un regard sur la croissance des marchés gouvernementaux de la Chine potentiellement ouverts à la concurrence internationale via l’Accord des marchés publics de l’OMC (AMP). De plus, nous exposons le phénomène de décentralisation des approvisionnements gouvernementaux en Chine comparativement à la moyenne des achats gouvernementaux des pays membres de l’OCDE, davantage centralisés.

Abstract
The forthcoming accession of China to the Government Procurement Agreement of the World Trade Organization (GPA / WTO), will open to the member companies of forty-one countries – including the twenty-seven countries of the European Union – an annual market of over 100 billion dollars. However, it will at the same time allow Chinese companies to access their own public procurement markets on an equal footing. Who will be the clear winner?

This article looks at the growth of China’s government procurement market potentially open to international competition through the Government Procurement Agreement of the WTO (GPA). In addition, we discuss the decentralization phenomenon in China’s government procurements compared to the average government procurements of OECD members, which are more centralized.
